About the Role
Seeking a seasoned HR Manager with to lead the human resources function in Bintulu. This pivotal role demands a strategic and hands-on leader who can effectively manage complex employee relations, ensure strict legal compliance, and design robust talent acquisition strategies to support our operational and growth objectives. The successful candidate will be the key advisor on all IR matters and will own the end-to-end recruitment lifecycle.
Key Responsibilities
1. Industrial Relations (IR) & Employee Relations (ER)
- Serve as the primary expert and point of contact for all Industrial Relations matters, including dispute resolution, misconduct proceedings, and grievance handling.
- Interpret and advise management on the application of the Malaysian Employment Act 1955, Industrial Relations Act 1967, Trade Unions Act 1959, and other relevant legislation.
- Represent the company in dealings with trade unions, including collective agreement negotiations and consultations.
- Proactively manage and resolve complex employee relations issues, conducting effective and objective investigations when required.
- Develop and implement IR/ER strategies to minimize risk and foster a fair, productive, and harmonious work environment.
2. Talent Acquisition & Strategic Recruitment
- Develop and execute a comprehensive, high-impact recruitment strategy to meet the company’s workforce needs in a competitive market.
- Manage the full recruitment lifecycle for all roles, from blue-collar to managerial positions, ensuring a positive candidate experience.
- Utilize various sourcing channels (direct, job portals, recruitment agencies, headhunting) to build a strong talent pipeline.
- Partner closely with department heads to forecast staffing needs and develop effective workforce plans that support business continuity and growth.
3. HR Operations & Compliance
- Ensure 100% compliance with all statutory requirements, including foreign worker permits, HRDF, SOCSO, and EPF.
- Develop, review, and implement HR policies and procedures, ensuring they are up-to-date and legally sound.
- Oversee all HR administrative functions and maintain impeccable employee records.
4. Performance, Engagement & Development
- Drive the performance management cycle, coaching managers on setting goals, providing feedback, and managing underperformance.
- Identify training needs and facilitate programs, with a focus on IR-related training for line leaders (e.g., handling discipline, sexual harassment awareness).
- Champion initiatives to enhance employee engagement and retention.
Qualifications & Experience
- Bachelor’s degree in Human Resources, Business Administration, or a related field.
- Minimum of 10-15 years of progressive HR experience, with at least 5 years in an HR Manager or Senior HR Generalist role within a manufacturing, industrial, or plant environment.
- Demonstrable, hands-on experience in managing complex Industrial Relations, including direct involvement in collective agreement negotiations and misconduct proceedings.
- Proven track record in managing end-to-end, high-volume recruitment for a large and diverse workforce.
